It has my vote for he is certainly eminently qualified, although I
suspect it might be a close-run thing between him and TBR, who of
course could get equal recognition in the Deceased Class if Larry
catches up with him. At present TBR's tertiary Syphilis would have him
competing in the Diseased Class only.
Do you think that Lee has retained sufficient of his grey cells to be
aware that he is about to be so honoured? Perhaps you would check up
with the matron at the Old People's Home where he is currently
vegetating, farting, drooling and filling his nappy (diaper).
I think we go ahead and award him the IOM (Permanent Division) as it
is quite clear that Art couldn't organise a piss-up in a brewery.

I didn't consider TBR's tertialry syphilis which of course trumps Lee's pure
idiocy. Only one solution - that is for them to permanently share the award.
I think we need to contact the matron at the 'home' urgently so she can
polish him up (as much as is possible!) as he needs to look his best for the
award presentation.
